中国海岸带和海涂资源综合调查中国海岸带和海涂资源综合调查China comprehensive investigations of the coastal zone and tidal land resources zhongguo hai’andai he haitu ziyuon zonghe diaoeha中国海岸带和海涂资源综合调查(china ComPrehen-sive investigations of the eoastal，one and tidal landre-sources)中国首次对海陆相互作用的地带进行全国性的、大规模的、多学科的资源调查。50~60年代，中国曾在局部省区进行过小范围的海岸带调查。1979年8月国务院批准了国家科委、原国家农委、总参谋部、国家海洋局、原国家水产总局的建议，将海涂资源调查和海岸带调查两个子项目合并成为“全国海岸带和海涂资源综合调查”一项任务。同年，在浙江省温州地区进行了海岸带调查的试点工作。1980年江苏省率先开始海岸带综合调查工作，接着其他省、自治区、直辖市也相继开展了这项工作。 为了组织、领导这次海岸带资源综合调查，在国家科委领导下，于1980年2月成立了全国海岸带和海涂资源综合调查领导小组，下设领导小组办公室，挂靠在国家海洋局，具体负责领导小组的日常工作;同时成立了技术指导组，负责调查中的技术指导、成果审定等工作。4月技术指导组审查并通过了《全国海岸带和海涂资源综合调查简明规程》，并先后成立了8个专业组。 全国海岸带和海涂资源综合调查的目的是系统掌握中国海岸带和海涂的自然环境和社会经济状况等基本资料，初步查清海岸带和海涂资源的数量和质量，研究海岸带开发利用的优势、潜力和制约因素，提出开发利用设想，为海岸带的发展规划、工农业生产、国防建设、环境保护、国土整治和海岸带管理提供科学依据。调查的范围，从海岸线向陆延伸ro千米，向海扩展至10~巧米等深线，总面积约35万平方千米。调查内容包括气候、水文、地质、地貌、土壤、植被、林业、生物、海水化学、环境质量、土地利用、社会经济等方面。在调查过程中，为了促进海岸带的开发利用，还选定了42个开发试点区，进行示范性开发。 调查工作从1980年开始到1987年完成，历时8年。参加调查的有巧个部、委、局和沿海10个省、自治区、直辖市的502个单位的科技人员共19以X)人。海上调查共布设各类观测断面9仅1)条、观测站90以l)余个，采集生物、地质样品4以〕万个，收集各种观测资料5 788万字。完成的主要成果有:①调查报告。包括全国海岸带和海涂资源综合调查报告和13本专业调查报告，沿海10省(区、市)海岸带和海涂资源综合调查报告和专业报告。②编绘调查图集。包括全国海岸带和海涂资源综合调查图集和沿海10省(区、市)综合调查及专业调查图集。③资料汇编和档案，沿海10省(区、市)完成调查资料汇编共3 956册，约3.66亿字符，以及综合调查档案。 该项资源综合调查已被评为国家科技进步一等奖。 (艾万铸)
