盐铁官营汉武帝实行的财经政策。西汉初年对盐铁业采取自由经营政策。汉武帝时,为增加政府财政收入,打击工商业者,实行盐铁由国家垄断经营,并设置行政机构具体管理。在中央于大司农之下设盐铁丞,总管全国盐铁经营事业,于地方各郡县设盐官或铁官经营盐铁产销。盐官营的办法是:民制、官收、官运、官销。募民自备生产费用煮盐,政府提供主要的生产工具牢盆(煮盐用的大铁锅)以间接控制其生产,产品由官府收购。铁的官营官府控制更紧,包括直接组织开矿冶炼,铸造器物及销售,即控制了生产和流通的全部过程,不像盐的民制官收。民私自煮盐和铸铁在受釱左趾的刑罚,工具有产品没收入官。管理盐铁事业的官吏,多为商贾出身。盐铁官营虽然在增加国家财政收入,抑制商人势力,改进与推广先进技术方面起了积极作用,但亦不免带有封建官营事业共有的弊病,如不少铁器质量低劣,规格不合要求,价格昂贵,还有强迫人民购买及强征人民作役的弊病。昭帝始元六年(前81)盐铁之议时,贤良文学曾对盐铁官营大加攻击,但事关财政收入,除罢关内铁官外,盐铁官营并未废止。汉元帝初元五年(前44)盐铁官曾与齐三服官、常平仓等一同罢废。永光三年(前41)又因财政困难而恢复。王莽行五均六筦,盐铁官营亦是其中内容,到地皇二年(22)废除。
