关于简化和协调海关业务制度的国际公约 《关于简化和协调海关业务制度的国际公约》（InternationalConventionontheSimplificationandHarmonizationofCustomsProcedures），简称《京都公约》，海关合作理事会1973年5月18日在日本京都召开的第41/42届年会上通过，1974年9月25日生效。1999年6月26日，海关合作理事会在布鲁塞尔通过了《关于简化和协调海关制度的国际公约修正案议定书》（ProtocoloftheAmendmenttotheInternationalConventionontheSimplificationandHarmonizedofCustomsProcedures）。 《京都公约》是海关合作理事会在简化和协调各国海关手续方面较为系统和全面的一个国际文件，由主要约和附约两部分组成。附约有30个，称为《京都公约附约》，供各国分别签署参加实施。每个附约涉及一项海关业务，附约中提出的“标准条款”为简化和协调该项海关业务制度必须普遍实施的条款；“建议条款”为促进各国简化和协调海关该项海关业务制度可能广泛实施的条款，签署加入《京都公约》必须至少接受一个附约，并把该公约附约中的原则规定转换成本国立法加以实施。这些原则规定为各国海关业务制度的简化和统一作出了规范，已经成为各国海关制度的通常做法。 《京都公约》的签订是基于海关合作理事会考虑到西方各贸易大国都已加入该组织，认为加强各国间的贸易往来和国际合作，能使各国从中得到利益，但由于各国海关制度的纷繁，阻碍国际贸易及其他形式的国际交流，如将海关业务制度简化和协调，定能对发展国际贸易作出贡献。因此，有必要制定一项国际性文件，并使各国付诸实践，从而逐步导致海关业务制度的高度简化和协调。 中国于1988年5月29日交存加入书，同年8月29日正式生效。同时接受公约E.3和E.5附约，对E3附约中第2、3、20条标准条款及第11、13、15条建议条款和E5附约第11、35、36、37条建议条款提出保留。对于1999年《关于简化和协调海关制度的国际公约修正案议定书》，中国于2000年6月15日委托中国驻比利时大使签署。
