1.This paper takes the Shaying river basin as example,following the water function zoning at watershed scale and the total limiting discharge of COD and NH3-N which established by Huaihe River Commission Ministry of Water Resources,then allocates the emission permits in administration cell level which in Shaying river basin of COD and NH3-N.具体是:以沙颍河流域为例,根据淮河水利委员会制定的沙颍河流域水功能区划及COD、氨氮限排总量要求,以COD、氨氮作为排污权初始分配的客体,通过等比例削减方法对沙颍河流域内的行政单元进行了排污权初始分配,得到了流域内各市县级行政单元的COD、氨氮初始排放权,并在此基础上从政策可行性、区域合作性及上下游城市的协调性等方面提出了开展排污权初始分配的若干建议。

颍河颍河淮河最大支流。位于中国安徽省西北部及河南省东部。有三源:正源出河南省登封市嵩山西南,北源贾鲁河源出河南省新密市圣水峪;南源沙河源于河南省鲁山县摩达岭。三源在周口市相汇后东南流过沈丘后入安徽省,至正阳关附近入淮河。长557千米。如从沙河的源头算起则长619千米,远远超过了正阳关以上淮河干流长度。流域地处平原地区,其上河流众多,河网密度大,河流水量主要由雨水补给。径流年内分配不均。夏季径流,如颍桥站占年径流量的41.2%。6~9月为汛期,汛期径流量占全年52.9%。最大洪峰流量1720立方米/秒,最小月平均流量为零。历史上是一个旱涝灾害严重的地区。
