环境保护经济优惠政策环境保护经济优惠政策 环境保护经济优惠政策国家为支持和促进环境保护工作，在投资、税收、价格、利润等方面实行的特别经济政策。中国规定环境保护项目的投资方向调节税税率为零。为促进和技励综合利用，对企事业单位以“三废”为原料生产的产品，予以咸免税;产品价格除国家有专门规定者外，可由企业自由决定;综合利用实现的利润，可在投资的5年内不上交，留给企业继续治理污染和开展综合利用;对微利和增产国家急需原料的综合利用项目，银行给予贷款，并可适当延长还贷期限;治理环境污染和资源综合利用所需的技术引进项目和进口设备、配件，可享受减免税和优光安排外汇等优惠政策。1992年，中国“三废”综合利用产值已达120亿元，实现利润28亿元，其中有21.6亿元重新用于污染治理和“三废”综合利用。中国为支持环境保护，还明确规定了6种役资渠道，如新建项目投资的6%用于“三同时”建设;老企业技改项目投资的7%用于污染治理;征收的排污费中80%用于补助上业污染治理等。此外，国家还设立专项奖金，鼓励对发展资源综合利用有突出贡献的单位和个人。中国的环境保护经济优惠政策都是在计划经济体制时期提出并实行的，适用于以行政管理为主沟体制。在市场经济条件下，必须寻求新的经济刺激与优惠政策。适应市场经济机制要求的经济刺激政策主要包括:①差别税收和忙惠政策，如对环境敏感产品征收高出口税，对有助于环保的材料、设备采用低关税;对环保产业新产品、新技术在一定时期内减免产品税和增殖税;对改良土壤、植树造林、废弃土地复垦等农业活功减免税收;对绿化用地、环保公共设施用地减免土地税，对高质长污染能源降低燃料税等。②允许排污权交易。③建立环境保险制度，解决非过失污染事件引起的经济赔偿和治理污染的经济责任问题。④现行经济优惠政策中继续适用的政策等。
