国际投资气候 投资者在他国进行投资时所面临的文化、经济、社会和政治等各种条件的总和。 内容 国际投资气候取决于多种因素，一般归结为经济、政治、社会文化和教育、法律四个方面：①经济因素。一国居民的收入水平、所处的经济发展阶段、经济制度、市场结构、基础设施、自然与人力资源等经济因素常是影响国际投资活动最直接和最基本的因素。收入水平包括国民生产总值、国民收入、家庭收入和人均收入等。这些指标可作为衡量购买力和市场潜量的尺度，收入水平高则吸收投资的能力和投资收益也高。一国所处的经济发展阶段不同，对国际投资的实际需求也不同，在市场结构方面也就有相当的差异。发达国家需要投资资本密集型或知识技术密集型的生产设备，发展中国家则偏重于劳动密集型，以适应其熟练技术工人缺乏、资本和技术稀缺的现实。半工业化国家、工业化国家和高度工业化国家的国际投资需求也各有差异。基础设施是国外投资者考虑投资成本与效益时的直接因素。资源状况则在某种程度上决定了该国对外国投资者的吸引力。②政治因素。包括一国政府对外国投资的态度和政策、政局稳定程度、政府机关效率以及政策的稳定和连续性等。③社会文化和教育。国际投资活动是一种涉外经济行为，因外国投资者与投资国之间在语言、文化、宗教、所受教育乃至社会心理上的异同，投资活动可能有所变化。如传统上就有联系的新独立发展中国家与其原宗主国之间的联系，一般认为较为密切，国际投资方面较其他国家就更易发展。④法律。一国法律健全与否，包括法律体系是否完善，执法是否公正等，均直接涉及国际投资的安全。若一国法令阻碍现有企业的经营或法制不健全乃至无法可依，皆被认为投资环境不理想。 按照国际惯例，一般用国际投资气候的"冷"、"热"概念来表示一国在外国投资者眼中的地位和受欢迎程度。 投资气候评估 对国际投资气候的评估除以冷热因素分析作为宏观判断标准外，主要是从东道国政府对外国投资者的限制或鼓励政策入手，具体评析影响投资气候的微观因素。这些微观因素包括资本抽回限制、外商股权、对外商的管制程度、货币稳定性和当地资金供应状况等。较为有影响的评估方法是美国学者R.斯托鲍夫的投资气候评分法。他把投资气候分解为8个因素,每一因素又细分成若干个子因素，然后根据各个子因素对投资气候的有利程度给予评分。根据这种评估方法，总分越高，投资气候越好，即越"热"。此外，一些大商业银行、资信评估机构和国际组织也有专门对某一国家或地区的投资气候进行评估的，如美国摩根银行、国际清算银行等。 参考书目 朱立纲等编：《国际投资学》，中国金融出版社，北京，1989。
