水利工程调度水利工程调度operation of water project shuili gongeheng diaodu水利工程调度(operation of water pro-ject)按照水利工程承担的水利任务及其次序,在时间、空间上重新调配江、河、湖的水量、沙量及调节水位,使工程最大限度地发挥除害兴利作用,满足国民经济各部门的需要。调度工作是水利工程管理的中心环节,一般应遵循:①确保工程安全;②从综合利用水资源的角度出发,合理进行调度,并考虑各种水利工程的最优配合运用,使经济效益最大;③当遭遇设计标准以外的特大、特枯水情况时,要本着局部服从整体的原则,使灾害或损失降至最低限度。 为了搞好水利工程调度,应根据所承担的水利任务与实际情况,研究拟定合理的运用标准、运用指标及调度方式,在此基础上制定出本工程的调度规程。在每年初,应根据调度规程与当年实际情况,制定调度计划,并建立一系列有关调度工作的规章制度(见水利工程运用标准、水利工程运用指标、水库调度、水闸运用)。为了江、河、湖、海的综合治理与开发水资源,常在一个流域或地区内,根据既定的开发目标,修建各种水利工程,组成各种工程系统,并配合运用,以充分发挥各类工程所长,取得更大的综合效益。各种水利工程系统的调度方式为: 防洪工程系统的调度应明确各单项工程所能解决的洪水标准,并依据相应的设计洪水、河道安全泄最以及水库防洪运用的调度方式等条件,编制整个工程系统的调度规则,作为实际洪水调度中安排各项工程运用次序和进行统一调度的依据。对于由水库和堤防组成的防洪工程系统,应尽量利用堤防宣泄洪水,并视水库入库流量和区间洪水的遭遇组合情况,控制水库泄量,进行补偿调节,以达到最大限度地削减下游成灾水量的目的;如还有分(蓄)洪工程配合,一般是在水库防洪库容蓄到一定程度或已满蓄的条件下,再根据洪水形势选择适当时机投入分(蓄)洪工程,以减少分(蓄)洪工程的使用机率,减轻分(蓄)洪损失。 排涝工程系统的调度在汛期,当江河水位较低时,利用排水闸抢排涝水,尽量降低排水渠系及蓄涝区的水位。江河水位上涨高于闸内水位后即关闸,先利用蓄涝区及排水渠系蓄存涝水,内水位达到一定高度后,如遇暴雨,即开动排水泵站排水,尽可能使涝区水位维持在允许限度以内,并适当空出一定的蓄涝容积。当江河水位低于闸内水位时即开闸排水。沿海地区排涝系统常由挡潮闸及排水渠系组成,在高潮时关闸防止高潮入侵,利用渠系容积蓄存涝水,潮位降低后即开闸及时排水,使河道水位降低至有利于农田自排的高程。 灌溉工程系统的调度见农田水利、灌溉、灌溉管理。
