保税仓库 经海关批准专门用于存放保税货物的仓库。保税货物是指准予在进口国加工后复出口（如来料加工、进料加工），在管理上具有保税性质的货物。海关对该类进口货物准予暂缓征收关税存放于保税仓库，待货物从仓库提出内销时予以征税或最终复出口予以免税，这是海关实行保税制度、进行监督管理的一项措施。 保税仓库起源于19世纪的资本主义国家，进口商在货物进口未作最后处理时,需要将货物存放一段时间,若货物最终准备复出口，将货物存放于保税仓库内则可免缴关税和其他税费；如果货物最终进口内销，将进口货物存放于保税仓库内则可使进口商将纳税时间推迟到货物实际内销为止。当今世界各国普遍建立了保税仓库制度，对保税仓库允许存放货物的时间和范围规定不尽相同。存入保税仓库的货物大致有四种类型：①转口贸易货物；②存入保税仓库待确定最终去向的货物；③进口物料加工复出口贸易的货物；④出口退税货物。 中国第一批保税仓库于1888年在上海建立，当时主要用于单纯的货物保税存放。到19世纪90年代,保税仓库逐步被用于存放进行简单加工和包装的进口货物。1949年中华人民共和国建立后，保税制度基本停用，保税仓库亦不复存在。1978年实行改革开放方针以后，随着对外经济贸易的迅速发展，保税仓库业务得到恢复和较快发展，并成为促进对外贸易尤其是对外加工贸易和转口贸易的一项有效措施。《中华人民共和国海关对保税仓库及所存货物的管理办法》规定，保税仓库允许存放的货物范围是：供来料加工、进料加工复出口的货物，及经海关批准缓办纳税手续进境的货物。随着中国对外经贸事业的不断发展，保税仓库的适用范围正在逐步扩大，1990年建立出口保税仓库。
