《工业"三废"排放试行标准》 中国对工业污染源排出的废气、废水和废渣（简称"三废"）的容许排放量、排放浓度等所作的规定，共分4章 19条。总则部分要求各地区根据本标准原则制定地区性工业"三废"排放标准。《工业"三废"排放试行标准》于1973年颁布,1974年1月试行。这项标准是中国第一次环境保护会议筹备小组办公室主持制订的。制订原则是，以《工业企业设计卫生标准》为依据，参考世界各国排放标准，结合本国实际情况，力求做到既能防止危害，又在技术上可行。废气排放标准是应用大气扩散公式计算推导出不同排放高度的排放量和排放浓度，然后根据实践经验给予适当修正定出的。废水排放标准是根据有害物质的毒性、河流的稀释比和现实可行的处理技术制定的。废气排放标准对 5种工业部门定出13类有害物质的容许浓度和排放量。这些有害物质是：二氧化硫、二硫化碳、硫化氢、氟化物、氮氧化物、氯、氯化氢、一氧化碳、硫酸雾、铅、汞、铍化物、烟灰和生产性粉尘。废水排放标准对工业废水的排放，提出了不同的要求。对饮用水水源和风景游览区的水质要求严禁污染；对渔业和农业用水，要求保证动植物的生长条件，使动植物体内的有害物质残毒量不得超过食用标准；对工业水源,要求不得影响生产用水。工业废水最高容许排放浓度分为两类19项有害物质指标：第一类包括能在环境或动物体内蓄积、对人体健康产生长远影响的汞、镉、六价铬、砷、铅 5种有害物质，规定了比较严格的指标；第二类包括长远影响较小的14项有害物质指标。对工业废渣作了一些原则规定，要求对含汞、镉、砷、六价铬、铅、氰化物、黄磷及其他可溶性剧毒废渣，必须专设具有防水、防渗措施的存放场所，并禁止埋入地下和排入地面水体。 《工业"三废"排放试行标准》对中国环境保护工作和"三废"治理起到了一定的促进作用。
