国际储备的结构管理国际储备的结构管理 对各种形式的国际储备资产的期限结构进行组合管理。它包括债券的期限结构和外汇存款的期限结构管理，以及在总体国际储备资产币种结构一定的情况下，根据本国国际收支的变动和国际金融市场的变化，做适当的币种结构以及债券一外汇存款结构的调整管理。(3)国际储备的收益性管理:它主要是指在确定一国国际储备总的币种结构和期限结构时，通过各种储备形式(如债券和外汇存款)的收益比较和利率比较，适当考虑储备资产的债券—外汇存款结构和利率结构因素使一国的国际储备资产能够在保值的基础上实现一定的赢利。 国际储备本质上是一种随时用于对外支付的准备金。在国际收支出现逆差时进行抵补，而不是单纯意义上的储备，也不是出于盈利的目的。因此要求储备资产首先具有较强的流动性，只有在安全性和流动性得到充分保证的前提下，才考虑其投资的收益性;要协调好流动性与盈利性的关系，以期达到最优组合。 从国际储备的两大要素黄金和外汇储备来看，前者由于内在价值相对稳定且具有独立性，因此具有较高的安全性。但从某种意义上讲，黄金储备似同冻结资产，且不能直接用于国际支付和进人流通，兑现能力较弱，所以其流动性较差;此外，黄金储备的盈利性亦不可与外汇储备同日而论，因为它自身不能增殖，其价值的增长取决于金价是否上涨以及上涨的幅度与其贮藏费用的比较;至于外汇储备，由于储备货币的汇率和利率不断波动，在安全性上难以与黄金储备相比。可见，黄金储备在安全性方面略胜一筹，而外汇储备则在流动性和盈利性上具有优势。【国际储备的结构管理】也称国际储备的运营管理。国际储备管理分为量的管理和质的管理两方面。前者主要指国际储备适度规模的确定与调整，后者则偏重于国际储备的运营管理，主要是结构的确定与调整。 一个国家对其国际储备的结构管理主要有两个目的:(l)通过储备管理，维持一国国际收支的正常运行。这包括为该国的经营项目融资和对资本账户内的资金运行(偿还贷款和筹借新的贷款)进行管理，以及干预本币对黄金和其它硬通货的兑换率;(2)通过储备管理，提高一国国际储备的使用效率。也就是说，通过对国际储备的管理，使一国的国际储备资产得到最有效利用。
