新经济政策新经济政策NewEconomicPolicy苏俄在1921年开始实行的向社会主义过渡的经济政策。1921年内战结束后，国内经济破坏严重，战时共产主义政策不利于调动群众的生产积极性，阻碍经济的迅速恢复，不再为农民所接受。为巩固工农联盟，发展工农业生产，为社会主义经济奠定基础，1921年3月，俄共（布）第十次代表大会根据V.I.列宁的建议，决定从战时共产主义政策向新经济政策转变。政策内容新经济政策的一项重要内容是以征收粮食税代替余粮收集制。农民按国家规定交纳一定的粮食税，超过税额的余粮归个人所有，大大减轻了农民的负担。1922年，政府通过《土地法令大纲》，允许农民自由使用土地和在苏维埃监督下出租土地和雇佣工人。在流通方面，1921年5月，苏维埃政权通过关于交换的法令，宣布实行产品交换。国家通过合作社组织工业品同农民手中余粮直接交换。同时，允许私人在地方范围内进行商业往来。后因国家没有足够的工业品可资交换，遂放弃产品交换的做法，并取消商业的地区范围限制，允许私人自由贸易。为了促进市场贸易，1921年10月，政府重建国家银行，统一管理货币流通事务。1922～1924年，实行货币和财政改革，稳定卢布价值，规定工商业税额。在工业方面，一切涉及国家经济命脉的重要厂矿企业仍归国家所有，由国家经营。而中小企业和国家暂时无力兴办的企业则允许私人经营。1920年11月，人民委员会发布租让法令，允许外国资本家在苏俄经营租让企业或同苏维埃国家组织合营股份公司。1921年5月17日，国家把一部分小企业发还原主经营。7月又决定把一批中小工厂和商店租赁给本国的合作社或个人。这些租让和租赁企业由私人经营，所有权属于国家。由于商品货币关系的恢复，国家企业和合作社的管理制度也作了改变。国家企新界附近的村落业按部门组成托拉斯，受最高国民经济委员会下属中央工业处管理领导。托拉斯的财产属于国家，但国家非经合同协议无权动用托拉斯的财产和产品。托拉斯的财务和商业活动独立。职工由各企业自行招用，不再由国家统一调配。废止劳动义务制。1921年9月，人民委员会发布关于工资级别问题的规定，改变过去的平均主义作法，实行按生产率高低确定工资级别的制度。1921年10月，政府发布法令给予合作社以完全独立经营的权利。历史意义新经济政策的实行，重新建立了工业与农业之间正常的经济联系，巩固了工人阶级同农民的联盟，促进了生产力的发展，受到广大人民，特别是农民的欢迎，使1921年的危机迅速得到克服。国民经济到1925年基本恢复到战前水平，并顺利向前发展。新经济政策是使小生产占优势的经济间接向社会主义过渡的政策，是依靠工农联盟建设社会主义的政策，是利用商品生产和市场贸易来建设社会主义的政策。为在苏联实现社会主义工业化和农业集体化，从资本主义向社会主义过渡，创造了有利条件。
