软科学软科学softscience指对科技、经济、社会发展战略和宏观控制进行研究，为决策提供科学依据的综合性科学。又称科学指挥学、战略科学、政策科学等。软科学一词是借用电子计算机软件的名称而来的。它综合运用系统理论、系统方法、决策科学与计算机技术等现代科学技术的知识和手段，对各种复杂社会问题和自然现象，从政治、经济、科学、技术、教育等各个社会环节之间的内在联系中，研究它们的客观规律，寻求解决问题的途径和方案，为有关发展战略、目标规划、政策制定及组织管理等提供科学的决策依据。对软科学的定义、研究对象和研究范围尚有不同看法。20世纪70年代初在日本举办的软科学讨论会上提出的定义是：“软科学是一门新的综合性科学技术，它以阐明现代社会复杂的政策课题为目的，应用信息科学、行为科学、系统工程、社会工程、经营工程等正在急速发展与决策科学化有关的各个领域的理论或方法，依靠自然科学方法对包括人和社会政策在内的广泛范围的对象进行的跨学科的研究工作。”软件与硬件的启示在人类社会实践的各个领域中，人们所使用的工具和手段，从来就存在着“硬”与“软”两个部分，它们分担着不同的功能，并统一发挥作用。但是在很长一段历史时期中，人们总是首先看到硬因素、“实在的”东西的作用，而对软的方面、软的因素，因其表现不明显，则往往被忽略。随着事物的不断发展，软的因素的作用越来越突出，人们对它的认识也随之深入。软部分的功能表现得最为突出的，是电子计算。电子计算机是由“硬件”与“软件”两部分组成的一个整体系统，硬件是具有实体形态的输入、存储、运算、控制、输出等结构装置；软件是用计算机语言编制的程序指令，它指挥硬件进行操作，以完成和提高整机的功能。因此，“软科学”一词，就是从电子计算机软件的涵义中引申出来的，并用来对科学功能进行分类进而形成概念。把科学作为一个大系统与计算机系统相类比，可以认为有些科学主要起“硬件”作用，而有些科学则主要起“软件”作用。软科学的研究对象与特点软科学的研究对象是社会实践系统，即由各种相关部分综合而成的社会活动系统，而且必然是一种“人─事─物”的综合系统运动规律以及对系统整体进行优化领导和管理的理论、原理、原则与方法的综合科学。软科学是一个学科群软科学包括一系列学科，但以研究系统的性质、结构和运动规律为目的的系统科学是其一大类主学科。所谓系统科学是一个类概念，它包括系统论、信息科学、运筹学和系统工程等一组学科。软科学既然是为系统领导、整体管理、战略决策服务，因此，领导学、管理学、决策学是软科学的又一大类学科。这三个学科的关系是非常密切的，因为领导的实质就是战略性管理，而决策又是领导与管理的首要职责。现代系统领导、整体管理、战略决策都涉及科学技术、经济、社会多方面的内容，都要处理好几个方面的关系。因此，以研究科学技术的规律为中心，同时研究科学技术与经济、社会关系及其相互影响的科学学，就是软科学又一大类主学科。人类行为科学化，首先是决策的科学，其次是行为程序科学化。因此，关于人类创造思维的学问，行为心理活动规律与预测未来发展等也是软科学的一大类主学科。综上所述，系统科学类、领导与管理学类、科学学类以及关于人才、创造思维、心理和行为科学类，就构成了软科学体系中的四大主体学科。
