绩效评估  组织中管理人员按一定程序对工作人员的工作能力及表现所作的评价和估量。通过评估可以将工作人员的绩效加以分类、排序,并以此作为奖惩、升降、安置、培训等人事管理的依据。这项工作做好了,将会有效地提高组织工作效率,调动工作人员的积极性。    绩效评估包括两方面其一是对个体能力的评估,它便于将个体按能力分类和区分;另一是对工作绩效的评估,即依工作评估的标准来评估工作人员在现任岗位上的工作绩效。只有将这两方面结合起来,才能更好地选拔和安置工作人员,使他们能在可以充分发挥其能力的岗位上作出更大贡献。    绩效评估是管理工作的重要组成部分,在实施时应有客观的参照标准。这些标准可由工作评估建立。工作评估应充分考虑到各岗位和职位标准间的关系及其与组织总产出指标间的联系,并尽可能以数理化的形式表征出来。    绩效评估工作必须由专门部门负责,从事评估工作的人员应采取公平态度,按评估的标准与程序工作,以避免因个人的主观好恶得出不客观的结论。在一个组织内部,绩效评估工作应制度化。另外,若不依评估结果对工作人员进行奖惩、培训、重新安排,即使评估记录再客观也起不到激励的作用。正确开展绩效评估可以密切上下级关系,使个体和群体的目标与组织目标协调,激励工作人员的工作积极性,促进落后人员上进。    绩效评估可采用量表评价法、访谈法和观察法进行。    可用各种量表对工作人员进行绩效分析,即由评估人员依量表条目逐一给出评价结果。具体方法有等级评价、配对比较或迫选法等。所用量表的条目应与工作评估的标准互相参照。量表评价法的优点在于标准客观、简单易行,但不足之处是容易出现由晕轮效应、评价标准异同等因素造成的误差。    访谈法可用来收集大量信息,为制备量表提供材料。访谈法还可在评估时对量表评价法的结果加以补充。评估结果又可通过访谈反馈给工作人员以调动工作人员的工作积极性。观察法主要用于对工作绩效中可计量的行为的评估。
