总督总督中国明清地方军政大员。又称总制。明代始设，分专务和地方两种。专务总督以所辖专务为职，提督军务为辅。地方总督多因防边或镇压人民而设，以所辖地区军务为主。正统六年（1441）正月，首次以总督军务入衔。正统末至景泰初，地方亦多派总督。这些总督因事而设，事毕即撤。自成化五年（1469）两广再设总督后，其职始专，近于定制。总督与巡抚皆为地方军政大员，合称督抚。但总督权力较巡抚大，多数地区巡抚位于总督之下，亦有总督兼巡抚者；总督辖区较巡抚广，一般都在一省以上，明末时有管辖五省、七省者；总督级别较巡抚高，地方总督多由部院正官中推选。在明代政治中，总督举足轻重，入则为朝廷显官，出则为一方军政之首，故时人称文帅第一重任。总督的作用是，以文臣钳制武臣；协调各省、各镇关系；统一事权，防止各省、各镇互不相属，互相推诿。体现了中央对地方军事控制权的加强。总督在清代为地方最高级长官，总管一省或二三省，位在巡抚之上，正二品。清初总督额数及辖区并不固定，乾隆以后成为定制，全国设有八个总督：直隶、两江、陕甘、闽浙、两湖（即湖广）、两广、四川、云贵。总督一般均带兵部侍郎（或尚书）、右都御史衔，其职掌综理军民事务、统辖文武、考核官吏，为一方面军民高级长官世称封疆大吏。另有漕运及东河、南河总督三员。光绪三十二年（1906），东北奉天、吉林、黑龙江建行省，改将军为总督，名曰东三省总督。
