铁栏井旧时，在合肥城内教弩台东侧不远处曾有口井，井栏为铁铸，故名“铁栏井”，又名“铁井坛”。此井水清澈如泉，入口甜润，四季不竭。附近居民，不论是大家或是小户，皆喜以此井之水沏茶。夏热之季，则多喜以此井之水降温解暑。尽管生饮，对身体却并无妨碍。故人们美此井水为庐州城第一井泉。该井位于入城路道口街边，为了过往行人汲饮之便，井坛旁备有一公用水桶。每逢炎夏之季，南来北往的行人，只要经过此处，不论男女老幼，也不论口渴与否，都喜亲尝一口铁栏井水，以品滋味。至于铁栏井公用水桶的备置，民间有一传说：相传很久以前，在一个炎热的夏季，一日天气闷热难忍，大家小户皆避暑歇息。有一穷汉经长途跋涉至此，因极度疲惫，加上长时间讨不到食物充饥，酷热饥渴交加，竟晕倒在地。其恍惚中见铁栏井上有一妇女正在清洗衣物，便缓慢地爬到井边，哀求妇女给口井水以解渴。然而此妇女见那穷汉子衣衫褴褛，龌龊不堪，顿生厌恶之感，非但不予理会，竟提着水桶转身而去，以致那穷汉子终因饥渴过度而殁。片刻后，先前那妇女复返转回来，取其所清洗之衣物。恰在此时，天空忽然电闪雷鸣，那妇女不及躲避，竟遭雷击而一命呜呼。后来有善识者，指着那妇女衣服上被雷击烧的痕迹说：“此为‘恶报’二字，乃天意也。”自那以后，铁栏井便多了一只公用水桶，过往行人至此，可随意汲饮井水，甚为方便。
