《海关合作理事会商品分类目录》《海关合作理事会商品分类目录》 《海关合作理事会商品分类目录》简称CCC戈《海关合作理事会商品分类目录公约》的附件。为海关征税、管理目的而编制的一部商品分类目录。1988年以前，世界卜许多国家的海关将它作为自己国家的税则分类目录。国际贸易商品目录是因国家要对进出本国的商品征收税金，需要对商品进行分类而产生的。早期的商品目录仅是各国根据本国海关管理和贸易统计的需要编制而成。随着社会经济及国际贸易的发展，由于海关税则商品目录在分类原则、税号编排和商品名称上不尽一致，使用时要互相对应转化，给国际贸易和关税谈判带来许多困难。因此，各国需要一个具有国际通用性的商品目录。于是在1937年产生了谈日内瓦目录矛。第二次世界大战后.欧洲海关同盟研究小组在《日内瓦目录》日了基础上草拟了《布鲁塞尔税则目录》。1972年该目录改名为《海美合作理事会商品分类目录》 《海关合作理事会商品分类目录》分为21类、99章、1011个税目。每个税目对应一个四位数字的号码(称为税号).税一号的前两位表示该税在哪一章，后两位表示税目在该章的顺序。如61.01男外衣.61表示男外衣在61章.01表示男外衣排在61章的第一号。为了使各税目之间划分明确，不产生交叉，在许多类、章下加有类注和章注，对章与章或税目作进一步的说明解释。对于涉及各类、章商品分类的具有共性的规则，则专门列出四条，称为归类总规则。它是对商品进行归类应遵循的原则与标准。
