土地管理档案土地管理档案land administration record tudi guanli dang’ang土地管理档案(landadihinistration，ord)中国土地管理部门和所属单位在各项专业工作中形成的、具有保存价值的文字材料、图纸、图表、计算材料、声像等文件材料。它是土地管理活动真实的历史记录，土地所有权、使用权的凭证，具有法律效用，是国家档案的重要组成部分。土地管理档案包括:地籍管理档案、土地利用规划档案、建设用地档案、土地监督检查档案、土地科技管理档案、土地管理教育档案等。档案工作实行统一领导、分级管理的原则，各级土地管理行政主管部门的档案由本单位档案部门集中统一管理。中国国务院和地方县以上人民政府土地管理行政主管部门分别负责全国和本辖区的土地管理档案工作，业务上受国家和地方县以上同级档案行政主管部门的指导。国务院土地管理行政主管部门设档案处;地方县以上人民政府土地管理行政主管部门设档案科(室)。土地管理档案的管理包括土地管理档案的收集、整理归档、鉴定、统计、保管和利用等内容。土地管理档案应在业务部门立卷的基础上进行分类、保管，保管期限分为永久、长期、短期3种:凡具有重要凭证和长久查考、利用价值的作永久保存;凡在30、印年内具有查考、利用、凭证作用的作长期保存;凡在30年内的作短期保存。存档的底图除修改、送晒外，不得外借。修改、补充图纸要有审批手续。土地管理档案要建立健全统计制度，对档案的收进、管理、利用等情况进行统计分析，填写统计年报，报送主管部门和同级档案部门。 (严星杨杰)
