全球大气研究计划全球大气研究计划GlobalAtmosphericResearchProgramme世界气象组织和国际科学联盟理事会(ICSU)共同组织的一项全球大气综合观测试验研究计划。英文简称GARP。旨在研究对流层和平流层大气的各种基本物理过程，进一步认识支配天气变化的大尺度非定常运动，从而提高逐日乃至数周的天气预报的准确率；探讨决定大气环流统计特性的各种因子，以进一步认识气候的物理基础。具体任务包括：①以数值方法设计描述大气中各种物理过程及其相互作用的物理模式。②为获得研制和验证上述各种物理模式所需的资料，组织全球性的大气观测和试验研究。全球大气研究计划的核心是第一次全球试验(FGGE)。拟解决的主要问题有：进一步认识大气运动的规律，建立更符合实际的天气预报模式；确定天气系统可预报性的最大限度；设计最佳的综合气象观测系统；研究长期气候振动的物理机制，并对其进行验证。1977年12月1日～1978年11月30日为预备性试验期；1978年12月1日～1979年11月30日为正式试验期。1979年11月30日实验完毕。其观测系统以世界天气监视网为主体，在特别观测期间，增加了船舶探空观测、机载下投式探空仪观测、热带定高气球观测和海洋气象浮标。在第一次全球试验前和试验期间内，重点实施了大西洋热带试验(GATE)、气团变性试验(AMTEX)、季风试验(MONEX)、极地试验(POLEX)等副计划。中国作为小组成员于1978年6月参加了第一次全球试验政府间专家小组委员会，并于正式试验期间派出两艘海洋调查船参加了热带赤道地区的观测和试验工作。第一次全球试验结束后，原计划列为第二次全球试验的内容纳入世界气候研究计划完成。
