折变 宋赋税输纳办法之一,实际上成为一种加税名目。征科赋税有固定物品,官府根据一时所需,变而取之,谓之折变。按照规定,折变并用平估,使其值轻重相当,且以纳月上旬时估中价准折,实际上却往往增取其值,亏损人户。如纳麦在六月,州县遂串通市司于五月中先减麦价,仅留三四分,待科折已定,即顿增价。大观二年(1108),京西路以盐钱、杂钱折变物料,孟州温县小麦实价每斗为钱一百二十文,而折变只作五十二文;颍州汝阴县(今安徽阜阳)实价一百一十二文,折变只作三十七文。陕西路粮价,大观四年已数倍于往昔,折变却仍用熙丰之价,致使税户陡增六七倍之赋。按照规定,折变物色数额,须于起纳前揭榜晓示,实际上却往往临时变更,反复纽折。如应纳现钱,即小估价值令纳绸绢,又以绸绢之值折纳丝绵,复将所纳丝绵回纳现钱;以绢较钱,绢倍于钱,以钱较绵,钱又倍于绵。反复纽折,辗转增加。南宋初,两淮州县一亩地的赋税,经过纽折竟高达四五斗,为正税的四五倍以上。
