黄祖干(1918~  )  中国电工专家。1918年12月 3日生于湖南省长沙市。1941年毕业于湖南大学电机工程系,随即入资源委员会中央电工器材厂昆明四厂工作。1948年调湘潭电机厂,从1956年起,先后任该厂总设计师、副总工程师和总工程师。50年代,设计出一批新建纺织厂用电器产品,后参与和组织仿苏电器产品设计。1957年主编出版了《电机电器设计手册》。1958~1961年组织了电力电子器件在电器产品上的应用工作。60年代主持设计了北京地下铁道车辆电器设备和100吨、150吨工矿电力机车。70年代主持研制出大型露天矿山用国产第一台 108吨电动轮自卸车,并获1978年全国科学大会奖。1962~1985年,他先后被国家科委聘为铁道组、电工专业组委员,国家发明奖评选委员会特邀审查员。1987年任中国电工技术学会电动车辆研究会顾问。著有《关于电路分析的简单方法》一书。
