英国开放大学英国开放大学OpenUniversity，UK英国20世纪70年代初出现的以广播、电视、函授与暑期学校相结合的成人高等教育机构。1969年英国政府颁发皇家特许状并准予颁发学位。1971年正式成立，大学总部设在白金汉郡米尔顿·凯恩斯新城。总部下设地区分部。各地区又设学习中心。开放大学规定，凡21岁以上有能力接受大学教育的英国公民，不论性别、学历和社会地位都可申请入学。名额比例力求各地区平衡，并照顾不同职业的报名者。根据先来先收的原则，按报名先后录取。入学年龄从21～70岁不等，60％的学生为30～40岁左右。学生中在职教师所占比例最大，其次为文、法、医、技术人员和家庭主妇。学校设置3种课程：①本科课程——实行学分制。学生修完1学年课程，需时32周，每周12～14小时，经考试合格，可得1学分。满6学分授予普通文学士学位，满8学分授予荣誉学士学位。②研究生课程——以科研为主。研究生完成一项科研项目或高级学术研究，并递交一篇学位论文，经过评定，合格者可分别授予哲学学士、哲学硕士、哲学博士3种高级学位。③选修课程——为非学位课程。供希望扩大专业知识领域的学生选读，学习期限5～10个月不等。开放大学采用多种远距离教学法。几乎每门课程都通过广播和电视播放。教材、学习资料和实验仪器等直接邮寄到学生家里。学生在家收听收看，或去附近的学习中心接受辅导，参加小组讨论。多数学习中心设有计算机终端设备，供修习计算机课程的学生操作练习。为了了解学生学习情况，进行个别辅导和评定成绩，学校从高等院校聘请兼职辅导教师。1974年以后，每年约有5000余人获得学位，占全国获得学位总人数的1／14。开放大学引起了世界范围的关注，许多国家要求提供有关的资料和指导，学校设立咨询服务部，专为各国政府部门、海外机构组建开放大学服务。
