政治沟通理论　　又称政治通讯理论。政治系统通过对信息的沟通达到正确的决策，从而有效地适应和控制环境的理论。　　　　沟通理论原是动力工程学中研究信息传递过程的理论，为控制论的奠基人美国学者N.维纳所创立。他认为，自动化的机器有自动接受信息，并相应做出反应的功能。这一过程既是沟通过程也是控制过程。第二次世界大战后，随着世界局势的变化和资本主义制度内部矛盾的加剧，促使西方行为主义政治学的研究重点，从研究权力逐步转向研究政策的制定和执行过程。美国政治学者K.W.多伊奇受维纳思想的影响，开始把控制论的基本原理和方法应用于政策制定过程的分析，于1963年发表了代表作《政府的神经：政治沟通与控制的模式》，形成了系统的政治沟通理论。一般政治学者认为，多伊奇是政治沟通理论的主要代表人物之一。　　　　多伊奇的政治沟通理论，视决策为政治活动的中心，把沟通看作是决策的环节。他认为政治系统与自动机器有相似之处，政治系统内部的机制对信息的接受、选择、储存、分析和处理就是沟通。政治系统对环境的适应与控制是通过沟通完成的。"信息"和"反馈"是沟通理论的两个核心概念。政治系统要达到自己的目标，需从各方面接受涉及体系目标的、有关环境变化情况的信息，然后对这些信息加以选择、储存、分析和处理，形成决策。政?咧贫ê螅蜗低惩ü蠢」蹋竦谜咧葱泄毯驼咴诨肪持幸鹆耸裁幢浠男畔ⅲ咕霾哒呒笆绷私夥从常返氐髡约旱恼吆托形４有畔⒐低ǖ慕嵌确治觯蜗低车木霾吖贪ǎ盒畔⒔邮铡⒆柿洗怼⒋⒋妗⒕霾摺⒄咧葱小⒅葱行Ч头蠢?7个环节。　　　　政治沟通理论认为，从信息沟通的角度，可以衡量政治系统适应和控制环境的能力,如:①衡量它是否有足够的关于环境的信息，以及灵敏的信息收集网络。②从周围环境的变化速度衡量政治系统所能承受的"负荷"。变化愈快，政治系统所承受的"负荷"愈大。③从接受信息到形成决定之间的时差，衡量它对新情况反应的速度。④看它适应环境的要求所能作的变化程度。政治系统具有适度的"变易"来应付环境的压力，才能生存和发展。⑤看它对环境变化的预测能力，多伊奇称这种能力为"领先"。是否有足够的"领先"能力，与政治系统对环境的反应是否成功密切相关。　　　　多伊奇的政治沟通理论，从信息沟通的角度，考察了政治系统的控制方式和决策过程，并提出了完善信息系统必须注意的一些主要环节，从而为人们了解、分析、研究和完善政治系统提供了一个新的角度和方法。在西方，政治沟通理论已成为政治学研究的一种主要的分析方法。但这一理论只重视政治系统的信息沟通方面的分析，忽视了对政治系统的其他方面的分析，具有一定的片面性。另外，这一理论所使用的概念较模糊，理论本身也有待于进一步完善。
