公共舆论公共舆论publicopinion相当数量的公民对某一问题具有共同倾向性的看法或意见。又称舆论。它是社会意识形态的特殊表现形式，往往反映一定阶级、阶层、社会集团的利益、愿望和要求。公共舆论通过言谈或文字等形式表现出来，并往往以拥护或反对、赞扬或谴责的方式对某一公共问题作公开的评价。通常在具有一致利害关系的社会群体中容易形成共同的舆论。一般认为，公共舆论包含4种因素：①存在某个涉及人们共同利益的问题或事件。②有许多个人对这个问题或事件发表意见。③在这些意见中，必有一种具有共同倾向性的意见。④这种共同的意见会直接地或间接地对社会产生影响。有些学者根据舆论表达者的范围大小，把舆论划分为不同的类型。主要有：①分为社会舆论和团体舆论。②分为社会舆论、阶级舆论、集团舆论。公共舆论的形成，可来自群众的自发；也可来自有目的的引导。在实践中，舆论的形成往往是两种来源相互转化，即先从群众中来，然后经有关权威方面加以传播。或先由有关权威方面提出，然后在群众中传播。公共舆论如果只是街谈巷议，其影响有限，只有经过大众传播工具的广泛传播，才能把舆论凝聚起来，唤起人们对某一问题的注意。传播工具既可表达舆论，同时又能影响舆论。随着传播工具的现代化，公共舆论的影响和作用越来越大。公共舆论是众多群众的意见，它对社会政治生活有重要的影响，既可促进社会的稳定和发展，又可影响政治的稳定和政权的巩固，进步的舆论常常成为革命的先导。因此，政府和各种政治利益群体都重视公共舆论，它们往往采用各种方法对公共舆论进行引导和控制。由于社会制度的不同，故控制的内容、方式和程度也有所不同。在现代社会，政府主要采用法律手段、行政手段等方式对公共舆论进行控制。
