"门户开放"政策 19世纪末美国国务卿J.M.海提出的侵略中国的政策。在中日甲午战争后出现的瓜分中国狂潮中，西方列强竞相在中国租借土地，划分势力范围。海(1838～1905)于1899年 9月照会英、德、俄、日、意、法各国，提出对中国实行"门户开放"政策，即承认各国在中国的"势力范围"、租借地和既得利益，各国所属口岸和铁路对一切船只货物通用现行中国约定关税率，并按同一标准收取路费。1900年7月3日海再次照会各国，主张保持中国领土和行政的完整，维护各国在中国各地平等公正贸易的原则。这是把最初的开放"势力范围"和租借地的政策应用到整个中国，形成"门户开放"政策。 "门户开放"政策的提出，标志着美国一改追随英国侵略中国的作法，提出独立的对华政策。这是1844年《中美望厦条约》规定的"利益均沾"原则，在帝国主义时代的新发展。美国企图通过它迅速增长的经济力量，进行畅通无阻的渗透和扩张，绕过其他国家的军事优势，最终达到独占中国的目的。英、德、俄、日、意、法 6国出于不同考虑，程度不同地接受了"门户开放"政策。其中英国是切望借助美国阻止其他国家的竞争，日本企图独占中国，只有俄国一度持迟疑态度。帝国主义各国接受"门户开放"政策，不仅是由于义和团运动阻遏了它们的瓜分活动，还由于它们谁都无力独吞中国，因而宁愿维持现状徐图扩张。这反映帝国主义在华势力呈现势均力敌的局面。"门户开放"政策以确认对中国的不平等条约为前提，表面上提倡"机会均等"，实际上是一项十足的帝国主义政策。所谓保持中国领土和行政的完整，实质上是保持一个完整的半封建半殖民地的中国，以适应美国扩张的需要。日俄战争冲击了"门户开放"政策。1915年日本提出的"二十一条"，更破坏了门户开放政策。1922年的华盛顿会议上，"门户开放"原则得到列强正式承认，并作为列强对华侵略的政策原则被载入《九国公约》。中国革命的胜利，使"门户开放"政策随着旧中国的覆灭而结束。
