资源优化配置？资源配置(resource allocation) 对相对稀缺的资源在各种不同用途上加以比较作出的选择。资源是指社会经济活动中人力、物力和财力的总和，是社会经济发展的基本物质条件。在社会经济发展的一定阶段上，相对于人们的需求而言，资源总是表现出相对的稀缺性，从而要求人们对有限的、相对稀缺的资源进行合理配置，以便用最少的资源耗费，生产出最适用的商品和劳务，获取最佳的效益。资源配置合理与否，对一个国家经济发展的成败有着极其重要的影响。一般来说，资源如果能够得到相对合理的配置，经济效益就显著提高，经济就能充满活力；否则，经济效益就明显低下，经济发展就会受到阻碍。 在社会化大生产条件下，资源配置有两种方式： ①计划配置方式。计划部门根据社会需要和可能，以计划配额、行政命令来统管资源和分配资源。在一定条件下，这种方式有可能从整体利益上协调经济发展，集中力量完成重点工程项目。但是，配额排斥选择，统管取代竞争，市场处于消极被动的地位，从而易于出现资源闲置或浪费的现象。 ②市场配置方式。依靠市场运行机制进行资源配置的方式。这种方式可以使企业与市场发生直接的联系，企业根据市场上供求关系的变化状况，根据市场上产品价格的信息，在竞争中实现生产要素的合理配置。但这种方式也存在着一些不足之处，例如，由于市场机制作用的盲目性和滞后性，有可能产生社会总供给和社会总需求的失衡，产业结构不合理，以及市场秩序混乱等现象。 市场经济通过市场机制的作用来配置资源。市场机制是指市场机内的竞争、价格、供求、风险等要素之间联系及其功能。市场机制相应包括了供求机制、价格机制、竞争机制、风险机制等，这些都是一般机制。具体市场是指各类市场上特有的而独特起作用的运行过程，如：劳动力市场上的工资机制、金融市场上的利率机制等。这些机制之间相互联系，相系制约，相互作用。 市场经济通过经济杠杆来配置资源。它把资源配置到社会最需要的领域与部门中去，实现效率和效益的最大化。 二、市场不只是资源配置手段。 市场经济作为资源配置的手段，必然导致社会经济关系的变化，表现为： 一、政府调控的变化。 高度集中的、以行政指令对企业进行直接管理的管理方式，正在转变为运用经济手段和经济杠杆的间接调控方式，以行政手段干预为主转变为经济和法律手段为主。 二、国有经济的所有制要从国家的单一所有转变多元的社会所有。 所有制结构从以全民、集体，这样单一的公有制结构，转变为包括全民、集体、个体、三资企业、混合所的制等在内的多种所有制并存及发展的局面。国有企业已由政府的附属物向独立的市场主体转变。 三、国民收入分配机制和格局发生重大变化。 以财政为主体的统收统支的分配体制已经被打破，国家对企业初次分配的直接干预明显弱化。过去单一的劳动收入的分配形式，转变为包括劳动报酬以及利息，红利、租金等多种收入的分配形式，按生产要素分配的观念已初步得到确立。 此外，社会价值观念也将产生一系列变化，如对人民经济效益和物质利益的追求将成为人民的合理选择。价值观念上，发挥个人积极作用，保护个人利益就具有合法性。 资源优化配置 资源的优化配置是什么? 由于市场经济的平等性、竞争性、法制性和开放性实质上是由商品经济的客观规律，即价值规律决定的，因而市场经济的一般特征是市场经济本身所固有的，不是由人的主观决志强加的。
