农业适度规模经营 适度扩大农业经营单位的规模，使生产要素的组合趋向优化，以获取较高的经济效益。关于农业经营规模的含义,目前学术界尚有不同认识。一般认为,种植业主要指种植土地面积的数量，畜牧业主要指畜禽饲养的数量，水产养殖业主要指养殖水域面积的数量。也有人认为经营规模还指投入经营单位的劳动力、资金、技术等生产要素或其产出量，如产值、销售收入的数量等。适度扩大经营规模，有利于充分发挥土地和劳动力资源的潜力，充分、合理地利用物质技术装备和科学技术；也有利于实行专业化经营以及开展农业生产、技术的社会化服务，做好农产品的购销、加工、贮运等工作，从而提高农业劳动生产率和农产品的商品率，增加农民的经济收益，加速农业的现代化。 在世界上农业发达的国家，由于大多土地资源丰富而人口相对较少，农业经营的规模一般是较大的，经营的效益和农民的收益也较高。但在中国，现时除国营农场外，一般农户的经营规模仍都很小。种植面积大多只有数亩,养殖业往往作为副业经营,规模也不大。这种状况是同农村人均土地数量少，以及农户资金短缺等因素密切有关的。过去在实行农村人民公社"三级所有、队为基础"体制的时期,生产单位的土地面积虽也较大,但由于农户没有经营自主权，分配上存在平均主义，农民的生产积极性受到严重挫伤，当时的经营规模不但没有促进，反而阻碍了生产的发展。实行家庭联产承包责任制以后，上述弊端得到了克服。但农户的经营规模过小，又成为进一步发展生产力的限制因素。农业适度经营就是在这样的历史背景下提出来的。它现已成为农村改革进一步深化的一个重要内容，也是中国农业由传统农业向现代农业转变，由自给、半自给生产向较大规模的商品生产转变的必由之路。 但农业适度规模经营在中国的推行将是有条件的，逐步的。所需具备的条件主要包括：①农业、第二和第三产业有较大发展，劳动力得以从土地上大量转移出去，土地可以集中由较少的经营者承包种植。②农村合作经营组织形成较健全的服务体系，可为农户的生产、技术应用以至加工、流通等提供社会化服务。③拥有较充足的物质技术装备，主要作业能实行机械化。④政府和合作经济组织在生产资料供应、资金信贷、收购价格、社会保险等方面能对经营者提供必要的保障和优惠等。在畜禽饲养业中，由于适度规模毋须进行土地的转移，因而推行较易。但也必须有较健全的种苗繁育、饲料生产和卫生防疫等社会化服务，特别是信贷和流通方面的服务和保障。因此，农业适度规模经营只能随着农村经济的发展和合作经济组织的健全而经历一个逐步发展的过程。具体的经营规模，也将随条件的逐步具备而逐步地适度扩大。 以农业合作经济与家庭联产承包制相结合的双层经营体制是现阶段中国农业适度规模经营的基础。经营规模扩大后，生产上所需增加的劳动量将靠合作经济组织的社会化服务和机械化作业来解决，而不是靠雇工经营。推行的过程将坚持农民自愿，政府积极提倡引导。不仅着眼于提高劳动生产率，而且也注重土地生产率和产品质量的提高。
