联合国粮食及农业组织联合国粮食及农业组织UnitedNationsFoodandAgricultureOrganization联合国系统内最早、最大的常设专门机构。简称联合国粮农组织，英文简称FAO。其宗旨是提高人民的营养水平和生活标准，改进农产品的生产和分配，改善农村和农民的经济状况，促进世界经济的发展并保证人类免于饥饿。粮农组织的成立先于联合国本身。第二次世界大战爆发后，经当时的美国总统罗斯福倡议，45个国家的代表于1943年5月18日～6月3日在美国弗吉尼亚州的温泉城举行了同盟国粮食和农业会议。会议决定建立一个粮食和农业方面的永久性国际组织，并起草了《粮食及农业组织章程》。1945年10月16日，粮食及农业组织第一届大会在加拿大的魁北克城召开，45个国家的代表与会，并确定这天为该组织的成立之日。至11月1日第一届大会结束时，42个国家成为创始成员国。1946年12月16日与联合国签署协定，从而正式成为联合国的一个专门机构。截至1985年底，共有158个成员国。中国是该组织的创始成员国之一。1973年，中华人民共和国在该组织的合法席位得到恢复，并从同年召开的第十七届大会起一直为理事国。该组织的最高权力机构为大会，每两年召开1次。常设机构为理事会，由大会推选产生理事会独立主席和理事国。理事会下设有计划、财政、章程及法律、商品、渔业、林业、农业、粮食安全等常设委员会。该组织的执行机构为秘书处，其行政首脑为总干事。秘书处下设总干事办公室和7个经济技术事务部。总部自1951年起迁往意大利罗马，此外还在非洲、亚洲和太平洋、拉丁美洲和加勒比、近东和欧洲等5个地区设有区域办事处，在北美（美国华盛顿）和联合国（美国纽约和瑞士日内瓦）分别设有联络处。该组织的主要任务是：执行为农业发展提供资助和技术咨询的计划，搜集、分析和传播关于营养、粮食和农业方面的信息，向成员国政府提供政策和计划方面的咨询，组织成员国政府讨论世界粮食和农业问题。该组织的活动分“正常计划”和“实地计划”两部分。前者指主要依靠成员国缴纳的会费（称正常预算）而在总部和各区域办事处进行的组织管理工作，后者指依靠联合国开发计划署等国际机构或国家的捐赠（称特别预算）而在某地区或成员国进行的援助活动。此外，还从1976年开始用少量行政预算经费设立了技术合作计划（TCP），直接用于向发展中国家提供经济技术援助。1945年10月联合国粮农组织在加拿大魁北克城成立
