国外土地制度的改革国外土地制度的改革 国外土地制度的改革针对不合理的土地所有制度进行改革，解放农业生产力，使耕者有其田。许多国家曾在20世纪50一60年代出现过声势浩大的土改运动。1960年，联合国有关部门在罗马召开的世界土地改革会议，肯定了通过各种法律和行政途径，把土地转移给最有生命力的农民经营的做法，初步总结了当时世界上重新分配土地的做法，主要有三种:①实行经济赎买办法，由政府和群众团体多方筹募基金，向超过人均占有土地的大户收买土地，然后以低价或无偿地分配给无地和少地农民。②建立农会，发动和依靠农民.没收地主的土地，再参照当地土地占有情况，平均分给每人一份土地，彻底消灭封建的土地所有制，实质上也重新分配了依附于土地所有制为基础的政治权力。③只把国有和公有土地分配给无地及少地农民，或组织移民垦殖，而对广大农区只进行租佃制度的改良，限制苛刻的租、税，基本上不触动农村原有的政治经济关系土地改革不同程度地推动了这些国家农业生产的发展.但也遇到很大的阻力，如仍有一些国家存在土地集中于少数人手中的现象。据80年代末期联合国粮农组织对5。个发展中国家普查的结果.衡量十地占有不平等情况的吉尼系数在0.8以上的有巴西、沙特阿拉伯等12国;在0.6~0.8之间的有印度、肯尼亚、多米尼加等15国。不合理的土地所有制和土地租佃制度，束缚了这些国家的农业生产力，并使数以亿计的无地、少地农民陷于极端贫困的境地。
