河道整治河道整治riverregulation为防洪、航运、供水、排水及河岸洲滩的合理利用,按河道演变的规律,因势利导,调整、稳定河道主流位置,以改善水流、泥沙运动和河床冲淤部位的工程措施。河道整治分两大类:①山区河道整治。主要有渠化航道、炸礁、除障、改善流态与局部疏浚等。②平原河道整治(含河口段)。主要有控制和调整河势、裁弯取直、河道展宽及疏浚等。中国有4000年前禹疏九河,导流入海的传说。明代的潘季驯治理黄河颇有成效,他还著有《河防一览》,其中“以河治河,束水攻沙”的理论,具有创见性和科学性,流传久远。随着近代水力学、河流动力学、河道泥沙工程学的进步,河工模型试验的发展及工程材料的改进,河道整治发展到一个新的阶段。河道整治首要的是拟定整治规划,包括全河规划和分段规划。规划中需密切注意上下游、左右岸的关系,根据水文泥沙、地形、地质、河形特性与已建工程现状、河势演变规律,以及有关社会经济发展状况等,遵循有关方针政策,提出整治方案。重要河段整治要建立数学模型与河工模型试验,以选定有利的实施方案。规划主要内容为:①拟定防洪设计流量、设计水位。②拟定治导线,即在设计水位下的河道平面轮廓线。③拟定工程措施。整治工程是在拟定的治导线与河势规划的指导下,分河段实施。一般先满足防洪要求,同时充分考虑航运等有关部门的要求。整治主要分以下几类:①弯曲河型(微弯形、蜿蜒型)的改善,稳定良好河型和裁弯取直。②汊河整治,使分汊河型成为稳定的单汊或双汊河道。③河口潮汐河段,主要根据潮汐的影响,稳定河岸,保持良好的行洪和通航状态。整治措施主要有:①修建河道整治建筑物,主要有平顺护岸、顺坝、丁坝、矶头、锁坝、潜坝、鱼嘴及导流屏等。其使用材料,多为土石料、混凝土(块、板及排)、埽料及土工织物等。②实施河道裁弯工程,适用于蜿蜒性河型,其效益为增加河段泄洪能力,降低洪水位,缩短航程。③实施河道展宽工程,适用于狭窄而有展宽条件的河段。④疏浚,可用机械开挖、爆破或人工开挖,以增加通航水深及过流断面。
