万国邮政联盟万国邮政联盟UnionPostaleUni-verselle各国政府间商定邮政事务的国际组织。简称万国邮联。缩写UPU。其宗旨是组织和改善国际邮政业务，发展邮政方面的国际合作，给予会员国可能的邮政技术援助。1874年9月15日～10月9日，德国、法国、英国、罗马尼亚、瑞士、美国等22个国家在瑞士伯尔尼举行全权代表大会，签署了第一个国际性邮政公约——《伯尔尼条约》，成立邮政总联盟。1878年5月，邮政总联盟第二届代表大会修订了《伯尔尼条约》，改其名为《万国邮政公约》，并改邮政总联盟为万国邮政联盟。总部设在伯尔尼。1947年7月4日，万国邮联与联合国签订协定，成为联合国的专门机构。万国邮联的最高权力机构为会员国代表大会。常设机构有执行理事会，负责主持邮联的工作；邮政研究咨询理事会，负责研究邮政业务的技术、经营管理和经济方面的问题；国际局，为常设办事机构，负责与各国邮政主管部门的联络及情报、咨询工作。万国邮联为贯彻其宗旨，规定了国际邮件转运自由的原则，统一了国际邮件处理手续和资费标准，简化了国际邮政帐务的结算办法，确立了各国邮政部门争讼的仲裁程序，并用法、德、英、阿拉伯、中、西、俄7种文字出版《邮联》双月刊。中国于1914年3月1日加入万国邮政联盟。1972年4月13日恢复了在万国邮联的合法席位。在万国邮联第二十届代表大会上，中国当选为执行理事会理事国。
