建筑企业经济责任制 社会主义建筑企业为处理企业与国家、企业与企业、企业内部各单位以及企业与职工之间的经济关系而建立的责(任)、权（利）、利（益）相一致的管理制度。20世纪80年代初，中国针对现行经济体制存在着国家对企业统得过多过死、企业缺乏应有的自主权和分配中的平均主义等弊端，创建和不断完善经济责任制，对克服上述弊端，促进建筑生产力的发展和提高经济效益有重要意义。 内容主要包括三方面:①企业对国家的经济责任,企业保证完成国家的建设任务并承担经济责任，遵守财经制度,接受审计监督，改善经营管理，提高盈利水平,除依法纳税和上缴利润外，有权支配自有资金用于扩大再生产，举办集体福利事业和奖励职工。国家则赋予企业以法人地位，使其有一定的生产经营自主权，实行独立核算、自负盈亏的经济核算制。②企业之间的经济责任，主要通过经济合同明确规定双方（或各方）的责任，以保证建筑工程承包、协作、配套和劳务供应。主要形式有：招标承包制，投资包干制，总包和分包合同制，供销合同制,保修制和索赔等。③企业内部的经济责任,企业内部各组织、各环节之间，根据职务与岗位制定，做到各守其职，各负其责，有责有权，奖惩分明。主要形式有：公司、工程处（工区）、工程队（工段）、班组层层经济责任制，施工队承包制，幢号经济包干责任制，联产计奖责任制等。上述三方面内容的紧密结合，有利于发挥国家、企业和职工个人的积极性和主动性，促进社会主义建设事业的发展。
