《京沪杭战役实施纲要》《京沪杭战役实施纲要》Outline for Conduct of the Nanjing-Shanghai-Hangzhou Campaign, An  Iing一Hu一Hang Zhanyi Shishi Gangyao《京沪杭战役实施纲要》(o utlin。foCOnduel ofthe Nanjing一S力口nghai一Hangzho诬Campaign,An)邓小平关于京沪杭战书作战指导原则问题的军事著作。是邓小斗于1949年3月31日为总前委起草的,中引中央军委4月3日批准执行。全文约200(字,收人1994年10月出版的《邓小平夕选》第I卷。 中国人民解放军在长江以北J‘’大地份取得战略决战胜利后,国民党政权把剩穿军队主力集中干长江中下游南岸,凭江扶守,企图实现“划江而治”,在中国南半晋维持其统治。为了将中国革命进行到底,呼央军委决定1949年春发起京沪杭战役,知放作为国民党统治中心的南京及上海、籽州等大城市和苏南、皖南、浙江广大地区据此,担任总前委书记的邓小平起草了妞纲要。纲要着重分析了部署于长江一线1海至安庆段的国民党军及其情况,在中匡人民解放军渡江成功后可能发生的变化。在此基础上阐明了战役作战纲领:第一,司役分渡江并实施战役展开,割裂、包围敌少和断敌退路,分别歼灭包围之敌三个份段。第二,战役准备应立足于可能遇到的尸重战斗。第_二,无论遇到何种情况,各路1力都应力求迅速会合,达成割裂包围敌声之目的。第四,根据敌军所采取的行动,少全混第一、第各部戈。小平江战划活运用预定作战方案。第五,如敌军劳乱,则依实际情况临机处置。纲要还声阶段的作战行动做了具体部署,将第二三野战军划分为3个战役集团,并要才队密切配合,积极主动地支援友邻作 《京沪杭战役实施纲要》体现了习统筹大兵团作战的指挥艺术,对取得沼投胜利起了重要的指导作用。 (陈继
