土地生态土地生态是土地各组成要素之间,及其与环境之间相互联系、相互依存和制约所构成的开放的、动态的、分层次的和可反馈的系统。该系统是一个由土地、自然环境、技术、政策、人等生态因子组合而成的有机整体,系统中的任何一种因子的变化都会使自然界原有的土地生态平衡被打破,尽管土地生态系统自身具有一定的恢复功能,但这个功能是有他自身的限度的,超过了这个限度将不能恢复。土地生态评价是对各种土地生态类型的健康状况、适宜性、环境影响、服务功能和价值的综合分析与评价的过程。土地生态建设是在对土地生态要素的损害源、受损范围、受害程度以及生产力水平、资源状况等方面综合研究分析的基础上,提出整治土地、恢复和增强生态功能的生态重建方案并组织实施的过程。例如,2001年在内蒙古赤峰市启动的总投资为11370万元人民币的“中德财政合作内蒙古科尔沁荒漠化土地生态建设工程项目”,计划完成治沙造林面积40250公顷。土地生态规划是根据生态学原理,以提高区域土地生态系统的整体功能为目标,在土地生态分析、综合评价的基础上,提出优化土地生态系统结构、格局的方案、对策建议的过程。土地生态规划一定程度上可以理解为土地利用规划的专项规划,在实际工作中有两种方式:一是以土地生态评价结果为基本依据来布局和安排各类土地生态系统的比例和空间分布格局,这种规划对社会经济因素考虑相对较少,因而所得出的用地结构和布局规划方案在某种程度上可称为理想土地利用结构和布局模式;二是在充分考虑土地生态评价结果的同时,还要综合考虑经济社会发展规划、土地供给能力和各项建设对土地的需求,据此编制土地利用结构与布局规划方案。后一种规划结果既符合生态学原理,又满足了经济社会发展的需求,因而更有适用价值。土地生态规划的研究方法主要有两种:一是土地系统的生态功能分类研究法,根据各个土地个体生态功能属性上的差异性而进行的群类划分,它是选择优化各种土地利用方式的依据之一;二是把各种土地功能类型落实到具体空间上、并侧重于各种功能型土地的空间相互关系分析。
